Smiles and applause filled the chambers of Juvenile Court Judge Carolyn Bell, as members of the Drug Court Team offered their congratulations to Efrain “Junior” Serrano, who successfully completed the requirements of the program.
Commissioner Marino joined fellow commissioners Marci Woodward and Mayor Greg Weiss and officials from the Court, State Attorney, Public Defender, School District, Clerk’s Office, Department of Juvenile Justice, and the Drug Abuse Treatment Association to honor Mr. Serrano’s achievement.
