To realize the vision of a life-science cluster developing in northern Palm Beach County, property must be reserved for that purpose. This is done through the comprehensive plan amendment process. One of the first steps is the creation of a bioscience research protection overlay. Overlays are planning tools that show where labs and other biomedical related centers are expected to be built.

Palm Beach County, Jupiter, Palm Beach Gardens, Lake Park and Mangonia Park have completed their overlay districts. Riviera Beach has requested additional time to complete theirs.
